The Manhattan atrocity on Tuesday afternoon was the latest in a string of terror attacks on the West using everyday vehicles. An ordinary pickup truck was transformed into a lethal weapon that mowed down pedestrians and cyclists going about their everyday lives. It is impossible for us to know when or where such an attack could take place. They are cheap and easy to organise: there is no need for explosives or weapons and the vehicles are often rented. Such attacks, which have begun to feel like the new normal, are incredibly hard to police or protect against. The tactic was used widely by Islamist militant groups in several attacks in Israel from 2008 onwards. Most recently, in August, a van drove at speed down Barcelona’s La Rambla, smashing into people and killing 13. In London, an Islamist terrorist drove into people along Westminster Bridge in March, killing four. Just three months later, eight people were killed by a group of three terrorists who drove a van into people on London Bridge and then went on a stabbing rampage in Borough Market. The deadliest example of this new form of terror attack in the West occur ed in Nice in July 2016, when an Isil-linked terrorist drove into people enjoying Bastille Day celebrations, killing 86 and injuring 458. Now New York, in the shadow of the new One World Trade Center, has witnessed the devastation of such an attack. The 9/11 attacks on America marked a dramatic new form of global terrorism. In the aftermath of the plane attacks on the New York and Washington, many people avoided flying. However, it is impossible to avoid vehicles or walking along streets. Extra vigilance against terror attacks in the wake of 9/11 in major cities, and focus on sophisticated methods of terrorist attacks, led to a change in tactics by militants to low-tech methods. The use of vehicles as a weapon has underlined the difficulty authorities have of protecting “soft” targets. And while more barriers and CCTV cameras will go up, this type of terror attack will continue to be hard to stop.
